Labor shortage in HCMC

Ho Chi Minh City faces a serious shortage of laborers to work abroad or in local industrial parks, despite its high unemployment rate. City residents interested in working overseas are discouraged by the high unemployment rate of returning workers, only 20% of whom find work after their return, according to a recent survey.
